It's not hard there are great examples of dedicated cycleways around the world, including cities in Australia allready doing it. It just has to be separated from the traffic and parked cars.

As I have suggested before, utilize the the train corridor which would have no hills,no opening car doors and probably less pedestrian conflict. This area would also provide adequate space for bike parking. Trevor

As a cyclist I use the train a lot to transport myself and my bike to other locations, so I would prefer to see this maintained, either in its present form or in a light rail form that allows bike transport (ie probably not buses). This is known as integrated public transport.
My simplest cycleway design is as follows. Paint a line on the road one metre from the parked cars. Surface the road between the curb and this line red. This is the danger zone - for cars to park, open there doors, people loading their cars etc. Then paint more…

Rip up the rail line and put a nice cycleway that runs down Stuart avenue to Newcastle Station; alternatively extend the existing Honeysuckle boardwalk to Stuart Ave and improve bicycle access from there to the city by the addition of extra footbridges.

Keep the rail line as is but jsut add more level crossings,have a light rail system supplement the heavy rail, ban cars and make the rest cycleways. Only dilery trucks, cyclists and public transport users allowed in CBD.

I think the cycleway and railway plans need to be thought about separately. Whatever happens to the railway it will be a long and drawn out process. A simple on-road cycleway could be started tomorrow, and could be useful almost immediately, while the grand vision is endlessly debated.
